Electrical Service Requirements in Costa Rica

These requirements are established by the Regulatory Authority of Public Services (ARESEP), according to Law 7593, published in La Gaceta No. 85 on May 5, 2015. This regulation is mandatory for both ICE and its customers.

Specific Requirements:

For this service, the following information must be provided:

- The items specified in the Common Requirements of the ICE Group.

- A literal certification issued by the National Registry, a notarial certification dated no more than one month from issuance, or a duly authenticated deed of sale demonstrating that it is in the process of registration with the Public Registry. It should be noted that purchase options are not valid. In cases where the applicant is not the registered owner, authorization from the owner is required. For non-registerable properties, any document that demonstrates possession rights is required (ART. 32-i of SUCOM).

- Provide the “Proof of Receipt” form for the transition from provisional to permanent, issued by the Federated College of Engineers and Architects of Costa Rica (CFIA). For already constructed properties, provide the form or number of the “Electrical Plan Sealing Request,” also issued by the CFIA.

- A copy of the electrical sheet, including the single-line diagram, or a copy of the single-line diagram, signed by the responsible engineer (Art. 12 SUINAC), specifying the calibers and material of the wiring.

- The load (KW) to be installed is required for calculating the security deposit.

Note: If there is not enough electrical capacity to support the requested load at the installation site and/or additional transformers or line extensions are needed, the company is not obligated to provide the service unless the interested party covers the costs. For this purpose, an Engineering Study must be requested.

Common Requirements for All Services:

For any of the services offered, the presentation of the following common requirements will be necessary.

Individuals:

- Present an original valid ID for nationals or documents proving permanence in the country for foreigners. These can be: residence ID, temporary residence permit, refugee card, pensioner resident card, rentier resident card, asylum seeker card, or passport.

Legal Entities:

- Present an original ID, residence ID, or passport of the legal representative.

- Present an original or digital certification issued by the National Registry of legal status (not more than one month old). If digital, the client can show the document printed from the National Registry’s certification and consultation system, which is valid for 15 calendar days.

- Provide a special power of attorney for the legal representative if required.
